What happened

grid.rowOrder.set() puts the rows in an explicit order, and it was given something that is not a list of row keys. Nothing changed: the grid kept whatever order it was in, sorted or manual.

The fix

Pass the row keys in the order you want them, for example the list a rowOrder:changed event or rowOrder.get() gave you.

The smallest fix

grid.rowOrder.set(['3', '1', '2']);
