What happened

Pagination was asked for - pagination in the config, or grid.pagination.set() with a page or a page size - on a source that has no page model: a stream source, or a custom source with no pageInfo(). Nothing could be windowed, so the request was refused rather than recorded: the grid keeps scrolling through every row, pagination.get() keeps reporting one page, and no pager is drawn, so there is no control that moves nothing. Memory, derived, paged and remote sources all page.

The fix

Drop pagination for this source, or use a source that pages: memory slices the rows it holds, and paged or remote fetch each page as a window from the server.
