What happened
Two or more windows ended up on the same cells, and the layout could not leave them that way - a dashboard with overlapping windows draws one on top of the other, and getLayout() would record a placement that cannot be drawn. Under compact: 'none' a move or resize is stopped before it can overlap, but config.windows and setLayout() come from the developer, so the windows that overlap are repaired: the earlier ones (in the order given) keep their cells and the later ones move to the first free cells, in the same scan a window added without coordinates uses.
The fix
Give the named windows cells that do not share a row or a column with each other, or accept the repaired arrangement from getLayout() and persist it. The warning names the windows that moved, once per layout.
The smallest fix
createLayout(el, { compact: 'none', windows: [{ id: 'a', xPos: 1, yPos: 1, xSize: 6, ySize: 4 }, { id: 'b', xPos: 1, yPos: 1, xSize: 6, ySize: 4 }] });
