What happened

Config arrived through the Data Router for a widget a guardrail restricts. A routed widget is refused by name the same way an authored one is,, so it was not created.

The fix

Widen the guardrail, or stop the server routing a widget the guardrail forbids.

The smallest fix

designer.configRouter.connect(router, { page });
