What happened

Every panel sits in a window of a modules/layout layout, and the dashboard imports no module itself: it was handed no createLayout, and there is no LatticeGridLayout global on the page. Nothing was built.

The fix

Import createLayout and pass it in the third argument, or load the layout's script before the dashboard's.

The smallest fix

createDashboard(el, spec, { createLayout, createGrid, createHeadlessGrid, createChart });
