What happened
The responsive option was given something other than 'auto' or an array, so the chart has no breakpoint rules and always draws from its base options.
The fix
Pass responsive: 'auto' for the built-in narrow-chart rules, or an array such as [{ maxWidth: 400, set: { legend: false } }].
