What happened

A chart's annotate.tools named one of the old measure tools (measure-x, measure-y, measure-xy). They still work as aliases for the single measure tool with the matching axes, so the rail shows one measure button; saved annotations of the old kinds restore without this warning.

The fix

List measure in annotate.tools and choose the axes with the chart option measure: { axes: 'x' | 'y' | 'xy' } (default 'xy').
